The People's Republic of California is the gift that just keeps giving.

KGO-TV reports that the City of Oakland is launching the nation's first-ever municipal identification card that will double as a full-fledged debit card. The program is designed to help people who need services but can't get them because they don't have any official identification.

Council members said the cards will give illegal immigrants easier access to city and business services, improve their civic participation and encourage them to report crimes to police. City leaders also anticipate that the cards will prompt more illegal immigrants to open bank accounts rather than keeping their earnings in cash and becoming targets for robbers.

Former Councilman Ignacio De La Fuente first proposed the card four years ago to help assure undocumented residents that they wouldn't risk deportation by reporting crimes or coming forward to police as witnesses.

Sergio Romano, an undocumented Oakland resident who already has a credit card, said he still looked forward to getting the municipal card. "It will make me feel more safe and more a part of the community," he said.


Oakland anticipates issuing about 6,000 cards this year.
"Oh yeah, they charge for everything," Oakland resident Eric Bates said.


Bates just left a check cashing store on International Boulevard in Oakland. He's heard that the city along with a financial institution is offering a city ID that will also have a debit card function. It's the first in the country.

"It's fair," Bates said. "I mean, for people let's say in the ghetto that's not making too much, they can control they own money."

Oakland Mayor Jean Quan, officials from SF Global (the company providing the cards and debit service), and community organizers officially opened the new enterprise for business with a ribbon cutting Friday. SF Global officials showed us the website that will be up Monday for anyone who wants to register for the dual use card.

The only requirement is the ability to show some form of valid ID, be it a passport or ID card from a foreign consulate or social security card.

"This is the first city in the United States using this card," said Anthony Manzillo with SF Global.

Former Oakland City Councilman Wilson Riles Jr. says he's has been fighting for this type of card for years, "The most important function for a lot of African Americans in the community is that they can't open a bank account and they have to use check cashing," Riles said.

Quan adds, "It was a long time, but I hope it's worth it. It is, I think, really a symbol of the fact that the City of Oakland is willing to go through a lot of hurdles and a lot of work to make sure that this works. And we think, actually we know, that once our card is launched that many cities are looking at this process. So we are very proud of this."

Xochitl Quetzal only has an ID card from the Mexican Consulate. He says the card would be a good fit for him, "It would give me the ability to not have to worry about a company or a business not trusting my form of identification," Quetzal said.

SF Global claims the card will be as secure as any debit card. Any unauthorized use would be texted to the cardholder. They have not decided if users will need a pin number for that security.

Pre-registration will begin at two locations February 19th. One will be in the Fruitvale District the other at Frank Ogawa Plaza.

The city expects to issue 6,000 cards this year. They will cost $15 with a discount for seniors and minors. The cards will start shipping out March 15.

Critics say the card legitimizes the presence of illegal immigrants and poses a security risk to its users.

Having a gun photo gets child suspended from school

Freshman Suspended Over Gun Photo On Computer

• Over-educated idiot school administrators say students are prohibited from “sending or displaying offensive messages or pictures.” And that includes photos of guns.

An Arizona high school freshman was suspended over a gun photo after officials at his high school noticed that the background picture for his computer showed an AK-47 on top of a flag.

Daniel McLaine Jr. is a freshman at Arizona’s Poston Butte High School, and said he was the one who put the gun picture on his school-issued computer. When a teacher noticed the desktop, the freshman was suspended over the gun photo.

McLaine said he found the photo on the Internet and the gun doesn’t belong to him.

School policy had dictated that students were prohibited from “sending or displaying offensive messages or pictures,” and cannot access, send, create or forward pictures that are considered “harassing, threatening, or illegal.” The school argued that the freshman broke these rules since he put the gun photo on school property.

The freshman who got suspended over the gun photo disagrees, ABC 15 reported.

“This gun wallpaper does not show anything that’s violent. It’s not showing anybody getting shot in any way,” McLaine said. “It’s just a picture of a gun. It’s nothing — nobody getting shot, nobody getting it pointed at them, it’s nothing.”

School officials noted that a tense atmosphere surrounding guns has made officials more sensitive to incidents like this.

Dana Hawman, a spokesperson for the Florence Unified School District, said in a statement:

“Although we cannot specifically discuss student discipline, we can certainly agree that violence in schools is a sensitive and timely issue. Students, parents and staff are on edge, and the daily news delivers more reasons for caution. All of us must work together to protect our kids and to cultivate an environment that is conducive to learning.”

The boy’s father, Daniel McLaine Sr., said he disagrees with the three-day suspension and said his son should have at least had a warning first.

The freshman suspended over the gun photo at least caught one break, the Daily Caller reported. After his father talked with school officials, the suspension was reduced.

Robert Goodloe Harper (January 1765 – January 14, 1825), a Federalist, was a member of the United States Senate from Maryland, serving from January 1816 until his resignation in December of the same year.

He also served in the South Carolina House of Representatives (1790–1795), the U.S. House of Representatives from South Carolina (1795–1801), and in the Maryland State Senate. He is best remembered for the phrase, "Millions for defense, but not one cent for tribute."

The town of Harper, Liberia is named after him.

Early Life

Harper, the fifth child and first son of Jesse Harper and Emily Diana Goodloe was born near Fredericksburg, Virginia in January 1765 and moved with his parents to Granville, North Carolina around 1769. He received his early education at home and later attended grammar school.

At the age of fifteen, Harper joined a volunteer corps of Cavalry and served in the American Revolutionary Army.

He made a surveying tour through Kentucky and Tennessee in 1783, and graduated from the College of New Jersey (now Princeton University) in 1785. He studied law in Charleston, South Carolina, teaching school at the same time, and was admitted to the bar in 1786. He commenced practice in the Ninety-Sixth District of South Carolina, moving back to Charleston, S.C. in 1789.

Political career in South Carolina

Harper was a member of the South Carolina House of Representatives from 1790 until 1795, at which time he was elected from South Carolina to the Third Congress to fill the vacancy caused by the death of Alexander Gillon. He was reelected to the Fourth, Fifth, and Sixth Congresses but was an unsuccessful candidate for reelection in 1800 to the Seventh Congress, serving as a U.S Representative from February 9, 1795 to March 1801.

While in Congress, he was the chairman of the Committee on Ways and Means in the Fifth and Sixth Congresses.

Harper was one of the managers appointed by the House of Representatives in 1798 to conduct the impeachment proceedings against William Blount.

XYZ Affair   -   France wants a bribe

The XYZ Affair was a political and diplomatic episode in 1797 and 1798, early in the administration of John Adams, involving the United States and Republican France. Its name derives from the substitution of the letters X, Y and Z for the names of French diplomats in documents released by the Adams administration.

An American diplomatic commission was sent to France in July 1797 to negotiate issues that were threatening to break out into war. The diplomats, Charles Cotesworth Pinckney, John Marshall, and Elbridge Gerry, were approached through informal channels by agents of the French Foreign Minister Talleyrand, who demanded bribes and a loan before formal negotiations could begin.

Three French agents, called X, Y and Z by President Adams, met with the three Americans. In exchange for a meeting with Talleyrand, the agents demanded a $12 million dollar loan for France, a personal bribe of $250,000 for Talleyrand, and a formal apology from President Adams for insults to France. The American delegates were outraged.

Although such demands were not uncommon in European diplomacy of the time, the Americans were offended by them, and eventually left France without ever engaging in formal negotiations. Gerry, seeking to avoid all-out war, remained for several months after the other two commissioners left. His exchanges with Talleyrand laid groundwork for the eventual end to diplomatic and military hostilities.

The failure of the commission led to an undeclared naval war called the Quasi-War (1798 to 1800), and caused a political firestorm in the United States when the commission's dispatches were published.

Harper was elected as a Federalist Congressman from South Carolina (1795 - 1801).

In 1798 at a dinner in Philadelphia honoring John Marshall, a group of U.S. Congressmen were discussing a recent demand made by the government of France. French vessels had been plundering US ships in a piratical manner.

French foreign minister Talleyrand said the attacks would be stopped if the US paid him $250,000 and gave France 50,000 pounds sterling and a $100 million loan. As toasts were made, Harper sent his own defiant reply to the French with this toast: “Millions for defense but not one cent for tribute.”

Federalists who controlled the government took advantage of the national anger to build up the nation's military. They also criticized the Democratic-Republican Party for its pro-French stance, and Elbridge Gerry (a nonpartisan at the time) for what they saw as his role in the commission's failure.

During the winter of 1798, 14 American warships backed by 200 armed merchant ships captured 80 French vessels and forced French warships out of American waters. But the President refused to ask Congress for an official declaration of war. This is why this conflict is known as the quasi-war.

Political career in Maryland

Harper moved to Baltimore, Maryland, and engaged in the practice of law.

He served in the War of 1812, attaining the rank of major general.

During the Battle of North Point, September 12, 1814, he served as aide-de-camp to Brigadier General John Stricker’s Third Brigade and assisted Captain John Montgomery’s Baltimore Union Artillery, 1^st Maryland Volunteer Artillery in the initial attack. On the occasion“he exerted himself indefatigably and exposed his person with extreme hardihood, as a volunteer.” In his official report General Stricker reported that “Mr. Robert Goodloe Harper deserves my thanks. He visited me just before the action; accompanied the advance party, and aided me much throughout.”

On November 8, 1814, he succeeded Samuel Smith as major general of the Third Division of the Maryland Militia.

He served as a member of The Society for the Colonization Society for Free People of Color (est.1816) along with Federalist U.S. Representatives John Randolph and Henry Clay to form a colony on the African east coast, later called Liberia which gained its independence in 1847.


 

He assisted in organizing the Baltimore Exchange Co. in 1815 and was a member of the first board of directors. He then became a member of the Maryland State Senate, and was later elected as a Federalist from Maryland to the United States Senate for the term beginning March 4, 1815, serving from January 1816 until December 1816, when he resigned.

He was an unsuccessful Federalist candidate for Vice President in the 1816 election. He also received one electoral vote for Vice President in the 1820 election.

Retirement

Harper traveled extensively in Europe in 1819 and 1820. He took a prominent part in the ceremonies on the occasion of Lafayette’s visit to Baltimore in 1824.

He died in Baltimore on January 14, 1825, and was initially interred in the family burial ground on his estate, ”Oakland”, and later reburied in Greenmount Cemetery in Baltimore.

UK Conservative Party becomes Big Brother

• Conservatives want your personal doctor to become an agent for the all-powerful State.
• The Conservatives will force doctor to send the government data on your weight, cholesterol levels, body mass index, pulse rate, family health history, alcohol consumption and smoking.
• Small government Conservatism in either the UK, Germany or the U.S. does not exist.  So-called "Conservatives" are simply moderate Socialists.

British doctors are to be forced to hand over confidential records on all their patients’ drinking habits, waist sizes and illnesses to the government.

The files will be stored in a giant information bank that privacy campaigners say represents the  biggest data grab in socialist National Health Service history.

They warned the move would end patient confidentiality and hand personal information to third parties.

The data includes weight, cholesterol levels, body mass index, pulse rate, family health history, alcohol consumption and smoking status reports the UK Daily Mail.

Diagnosis of everything from cancer to heart disease to mental illness would be covered. Family doctors will have to pass on dates of birth, postcodes and NHS numbers.

Officials insisted the personal information would be made "anonymous" (Bullshit) and deleted after analysis (in your dreams it will).

But Ross Anderson, professor of security engineering at Cambridge University, said: ‘Under these proposals, medical confidentiality is, in effect, dead and there is currently nobody standing in the way.’ Nick Pickles, of the privacy group Big Brother Watch, said NHS managers would now be in charge of our most confidential information.

He added: ‘It is unbelievable how little the public is being told about what is going on, while GPs are being strong-armed into handing over details about their patients and to not make a fuss.

‘Not only have the public not been told what is going on, none of us has been asked to give our permission for this to happen.’

The data grab is part of Everyone Counts, a programme to extend the availability of patient data across the Health Service.

GPs will be required to send monthly updates on their patients to a central database run by the NHS’s Health and Social Care Information Centre.

Health chiefs will be able to demand information on every patient, such as why they have been referred to a consultant. Another arm of the NHS will supply data on patient prescriptions.

In a briefing for GPs, health chiefs admit that ‘patient identifiable components’ will be demanded, including post code and date of birth.

NHS officials insist the information centre will be a ‘safe haven’ for personal data, which will be deleted soon after it is received.

The information will be used to analyse demand for services and improve treatment.

But a document outlining the scheme even raises the prospect of clinical data being passed on or sold to third parties.

It states: ‘The patient identifiable components will not be released outside the safe haven except as permitted by the Data Protection Act.

‘HSCIC ... will store the data and link it only where approved and necessary, ensuring that patient confidentiality is protected.’
Patients will not be able to opt out of the system.

Before the election the Tories condemned the creation of huge databases – including the controversial NHS IT project – and insisted it would roll back ‘Labour’s database state’.

But last month, in the first sign of a dramatic shift away from this position, Conservative Party Health Secretary Jeremy Hunt said he wanted millions of private medical records to be stored and shared between hospitals, GPs, care homes and even local councils.

He sold the programme as part of plans for a ‘paperless NHS’ by 2018 and claimed ‘thousands of lives’ would be saved.

In a final regulation issued Wednesday, the Internal Revenue Service (IRS) assumed that under Obamacare the cheapest health insurance plan available in 2016 for a family will cost $20,000 for the year.

Under Obamacare, Americans will be required to buy health insurance or pay a penalty to the IRS.


The IRS's assumption that the cheapest plan for a family will cost $20,000 per year is found in examples the IRS gives to help people understand how to calculate the penalty they will need to pay the government if they do not buy a mandated health plan.

The examples point to families of four and families of five, both of which the IRS expects in its assumptions to pay a minimum of $20,000 per year for a bronze plan reports CNS News.

“The annual national average bronze plan premium for a family of 5 (2 adults, 3 children) is $20,000,” the regulation says.

Bronze will be the lowest tier health-insurance plan available under Obamacare--after Silver, Gold, and Platinum.

Under the law, the penalty for not buying health insurance is supposed to be capped at either the annual average Bronze premium, 2.5 percent of taxable income, or $2,085.00 per family in 2016.

IRS to fine parents under Fascist Obamacare

In new, final regulations issued Wednesday, the Internal Revenue Service (IRS) said that parents must pay a federal fine under Obamacare if their children or dependent spouses are uninsured for any part of the year.

The regulations clarify provisions of Obamacare that seem to say that a parent will be held liable for Obamacare’s individual mandate penalty if they don’t have insurance coverage for their children.

In its final regulations, the IRS states that parents will be made to pay the penalty (called a "shared responsibility payment") if they can claim an uninsured child or spouse as a dependent, regardless of whether they actually claim them or not.

“The proposed regulations clarify that a taxpayer is liable for the shared responsibility payment imposed with respect to any individual for a month in a taxable year for which the taxpayer may claim a personal exemption deduction for the individual (that is, the dependent) for that taxable year,” the regulations state says CNS News.

“Whether the taxpayer actually claims the individual as a dependent for the taxable year does not affect the taxpayer's liability for the shared responsibility payment for the individual.”

In other words, if a child goes without government-defined health insurance coverage for any month of the year, their parent must pay a fine to the government, regardless of whether they claim the child as a dependent or not.

The only thing that matters to the IRS is whether the parent could claim the uninsured child as a dependent.

The same rule applies to an uninsured spouse if the couple files a single tax return. If they file a joint return, both parents are liable for the fine.

The IRS calls this arrangement a “shared responsibility family,” and it includes adopted children.
Parents who give their children up for adoption or place them in foster care are not liable for the penalty once they give up their children.

Uninsured adult family members use the full per-person cost of $695 per person when calculating their penalty, while uninsured children are penalized half of the adult cost – $347.50 per child. The amount of penalty parents may face will change every year after 2016, the IRS said, and parents will face a phased-in penalty between 2014 and 2016.

• For 2014, parents could face a penalty of either $47.50 per child – under 18 – up to $285 total.
• For 2015, the per-child penalty is $162.50 per child up to $975 total.
• For 2016, the per-child penalty is $347.50 per child up to $2,085 total.
• The per-person penalty is capped at $2,085 for 2016, but that cap will rise with inflation every year thereafter.

Raw red meat - ratings - money.  That is what 80% of the so-called "Conservative" talking heads are all about.  Truth and reason come in second place if they are addressed at all.

• Did the talking heads say one word when Democrats and Republicans voted together to have the military arrest and jail Americans without a trial?   No.  Not a word.

The latest "crisis" for ratings is the nomination of GOP Senator Chuck Hagel. 

 

Again, to hear the Bullshit you would think the world will end any moment.   In fact, Hagel just might be the spawn an Satan himself.

 

On Thursday’s broadcast of “Hannity,” host Sean Hannity debated conservative commentator Pat Buchanan and former Democratic New Mexico Gov. Bill Richardson on whether or not former Republican Nebraska Sen. Chuck Hagel is qualified to serve as secretary of defense.

Although he was wrong on the 2007 U.S. surge in Iraq, Hagel is qualified for the job, Buchanan said, pointing to Hagel’s eventual disapproval of the U.S. presence in Iraq as one of those qualifications.

“I think Chuck Hagel is a good man, he is a patriot,” Buchanan said. “He has got an independent mind. I disagreed with him on the surge. I supported it. But I’ll tell you, I myself said that the Iraq War, the invasion and occupation of that country and killing thousands and thousands of people to deprive it of weapons it did not even have, weapons of mass destruction that were not there, I thought that was one of the greatest blunders in the American military history.”

Hannity, nearly drooling in rage ratings horror, insisted one of the disqualifications for Hagel was his recognition of the Iranian regime as legitimate.

But Buchanan acted as the voice of reason.  Buchanan noted the United States had diplomatic relations with Adolf Hitler and Joseph Stalin at one time as well.  But Hannity will have none of it.  It makes for good TV, but rational thinking is not included.

HANNITY: Come on, let’s go through this here. He said Iran’s government is elected and legitimate. His comment about — 

BUCHANAN: All right. Let me explain why. 

HANNITY: Come on, Pat? 

BUCHANAN: All right. Look, we had an embassy in Nazi Germany for eight years recognizing the government as legitimate. Was it wicked and evil? Yes. FDR recognized Stalin and his government in the middle of the wholesale massacre of the Ukrainian people. 

HANNITY: Do you really think that this is a legitimate, an elected government in Iran? 

BUCHANAN: Unfortunately, it’s legitimate, I think they stole the last election, but is it in the United Nations? Yes, it is. Should we talk to them? Yes, we should. 

HANNITY: Talking to them and whether or not they are legitimate and elected is a different story.

Fox News TV host Geraldo Rivera touted his political beliefs Friday in what could be a tune-up for a run for the U.S. Senate as a Republican.

"There is a point of view that is unrepresented," Rivera said an interview on Fox, CNN reported.

He called for a "new vitalization of the Republican Party" that highlighted the "virtues of good business and fiscal policy," reining in entitlement and dealing with the national debt.

"I believe in immigration reform, I believe in gay rights and gay marriage, I believe in choice — not obscenely — but I believe in Roe v. Wade," Rivera said. "So you have to take my fiscal positions as being a Republican who believes that we have to bail out future generations rather than indebt future generations with some of these social policies that aren't in synch with much of traditional GOP politics, at least not in recent years," reports New Jersey Star-Ledger.


Rivera presented a more detailed platform in his Fox News Latino column, laying out his political history. He noted that he endorsed Mitt Romney, the Republican presidential nominee, in 2012 but voted for President Barack Obama "because the fiscal threat posed by the Democrats seemed less immediate then the GOP's intrusion into the private space of abortion, as well as Republicans' opposition to both the inevitability of immigration reform and the rights of gay people to get married."

"There are many other ideas to share along the way if this idea of running for the U.S. Senate has legs," he wrote. "I haven't even gotten to tax policy. But like I said, it's a long way until November 2014. New Jersey is a great state with towering talent and brilliant minds, hard-working, diverse cool people and I would like to think you would feel even better about being from here if fate pulls this off."

Should he run, Rivera could face 89-year-old Sen. Frank Lautenberg, who has yet to say whether he is running for re-election in 2014, and Newark Mayor Cory Booker, who has announced for the seat, The (Newark, N.J.) Star-Ledger reported.

Rivera said he "been in touch with some people in the Republican Party in New Jersey."

Big Government Police State morons have charged an Indiana couple with a misdemeanor and they are facing up to two months in jail for rescuing an injured baby deer and nursing it back to health in their home.

­Connersville, Ind. Police Officer Jeff and his wife, Jennifer Counceller, were in possession of a white-tailed deer that they found as an injured fawn on someone’s porch three years ago. The animal had maggot-infested puncture wounds that the couple worried would be life-threatening.

Anxious that the baby deer would not survive on its own, the couple brought it to their Indiana farm and nursed it back to health, not knowing that their good deed could land them in jail.

“I could feel all of the open wounds all along her back side and she wouldn’t stand up,” Jennifer Counceller told ABC News.

Naming the deer “Little Orphan Dani”, the couple spent more than a year nursing her into adulthood and “getting to the point where she was able to go out on her own,” Counceller said.

But when an Indiana Conservation Officer made an appearance at their home and discovered the deer this past summer, the couple was informed that the Indiana Department of Natural Resources planned to euthanize it, claiming Dani could pose a danger to people and that keeping the animal was against the law reports RT News USA.

“I was devastated,” Counceller said. While nursing the deer to health, the woman eventually realized that she needed a permit to keep the animal, but didn’t contact officials because she feared they would euthanize it at the sight of its injuries.

When conservation officials returned to the Councellers’ home to put down the animal, Dani was nowhere to be found and the couple claimed the deer "escaped" from their backyard that same day.

To the knowledge of state officials, the deer never returned and could be living in the wild now – but the Councellers continue to face legal problems. Even though the deer escaped, the couple was charged with a misdemeanor and faces up to 60 days in jail and a $2,000 fine. Their trial will be held on March 7 in Fayette County, but the Councellers say they have no regrets.

“No matter what the law is, we did what was right for the animal,” Jennifer Counceller told ABC.

• The local Socialist Mayor says Goodyear leaving is just "unacceptable" to him. 

U.S. tire maker Goodyear said it was closing its northern France plant and laying off 1,173 workers after lengthy discussions with union representatives ended in failure.

“Closing the factory is the only option after five years of unsuccessful negotiations,” said Goodyear Dunlop Tires France in a statement reported by Agence France-Presse. The company could not remain profitable in the face of union demands and weaker product demand, according to the report.

Company Chairman Henry Dumortier expressed condolences for workers and their families reports the Washington Times.

“We are deeply disappointed that five years of negotiations were not enough to reach a compromise with representatives of workers at Amiens Nord,” he said in the AFP report.  “Today’s announcement was the only option left to us.”

The decision to shut the factory is a political hit for President Francois Hollande, who toured the factory during his campaign and called for more workers’ rights, AFP reported.

Meanwhile, Amiens Mayor Gilles Demailly, a Socialist, called Goodyear’s decision “unacceptable” and called for meetings with the country’s industrial renewal minister to talk about this “national issue,” AFP reported.

Public school let's Muslims leave classes to pray

Jews, Hindus and Christians need not apply

• Insane Maryland Liberal public school government employees have dropped their pants, bent over for Islam and allowed Muslim students to leave classes to pray to Allah. 
• Meanwhile students of other religions must remain in secular government run classrooms. 

A high school near Washington DC has taken a rare step of accommodating Muslim prayer during class hours. Parkdale High School now allows a handful of its students to be excused to pray. The decision has made some Christian staffers "unhappy".

­Prince George County High School Principal Cheryl J. Logan said the initiative is in response to the “needs of the growing Muslim community,” the Washington Post reported. To be able to leave class each day all you need is a parental permission and high grades, Logan said.

Parkdale High School

At Parkdale High School, about 10 Muslim students get out of class for about eight minutes each day to pray together on campus, said Principal Cheryl J. Logan. Another student is working hard to raise his grades so he too can join the group of students, who belong to the school’s chapter of the Muslim Students’ Association, she said. reports the Washington Post.

When Muslim students began praying during the school day at Parkdale, she said, some Christian teachers got upset and told the students that “it was a Christian school.” She said she explained to the students that public schools are not religious, but are legally allowed to accommodate students to practice their religion in some ways.

The move has already upset several of the school's Christian staffers, many of whom remember when the school was a Christian institution. US public schools are secular by law, but are legally allowed to accommodate religious students’ practices.

Followers of the Muslim faith are required to pray five times a day, and each prayer must be accompanied by a specific posture and movement.
