Sacramento Sheriff admits he follows your phone without a warrant



A search warrant? What is that?
  • In Democrat run Sacramento the Sheriff is using equipment provided by the Feds to track your cell phone without a warrant.
  • Yet another unconstitutional spy program fully and eagerly funded by a Democrat Senate and a "small government" GOP House.


The Sacramento County Sheriff’s Department acknowledged this week that it possesses and uses surveillance technology that allows detectives to collect location data from the cell phones of investigative targets, possibly without a court order.

The so-called “Stingray technology” is controversial in part because it also collects location data from nearby cell phone users. However, Sheriff Scott Jones said in a statement released to The Sacramento Bee that such “collateral” data is not kept by investigators.


It is the first time that Jones has admitted his agency’s use of the device since inquiries and a series of stories by Sacramento’s KXTV Channel 10.

He said in the statement that a confidentiality agreement with the federal government, which provided the technology, prevented him from acknowledging use or ownership of the device despite his “demonstrated commitment to transparency... .” reports the Sacramento Bee.

However, Jones said he recently was authorized to release a limited statement. He wrote that he would not answer questions or release further information “because this technology – like many of our investigative techniques and capabilities – could be rendered ineffective if criminals and adversaries used such details to diminish or defeat the department’s lawful responsibilities ... .”

Stingray is the most well-known brand name in a family of devices more generally called “IMSI catchers,” devices that can identify, track and intercept data from cell phones according to their unique identifiers, or “international mobile subscriber identity.”

The device does so by “masquerading” as a tower that cell phones use to transmit data, according to a policy paper titled “A lot more than a pen register, and less than a wiretap: What the Stingray technology teaches us about how Congress should approach the reform of law enforcement surveillance authorities.”
