A UN report found that autonomous drones armed with explosive devices may have “hunted down” fleeing rebel fighters in Libya last year. If true, the report chronicles the world’s first true robot-on-human attack.

According to the report, anti-government Libyan National Army fighters, under military commander Khalifa Haftar, were retreating last March following an unsuccessful attack on Tripoli, when they ran into a swarm of terrifying aerial opponents.

They were “hunted down” by unmanned drones, as well as “lethal autonomous weapons systems,” the latter of which can be programmed by controllers to seek out and attack targets, and carry out these instructions even if communications with the controllers are severed.

Haftar’s fighters “were neither trained nor motivated to defend against the effective use of this new technology and usually retreated in disarray,” the report continues. While in retreat, “they were subject to continual harassment” from the killer robots.

It is unclear whether the drones were in contact with human controllers during these reported attacks, or whether they were directly responsible for any casualties or deaths. Were they operating autonomously, the scenario described in the report would likely mark a horrifying milestone: the first recorded incidence of truly independent robots attacking humans on the battlefield. However, the report does not specify what level of autonomy the robots were functioning under.

The drones, known as “loitering munitions,” are quadcopter-type vehicles outfitted with cameras and carrying small explosive devices. Left in an area to operate, they identify targets and dive from the air, blowing themselves up upon impact. The devices identified in Libya were ‘Kargu-2’ loitering munitions, deployed on the Libyan battlefield by Turkish forces allied with the UN-backed and Tripoli-based Government of National Accord.

The move to autonomous weapons has been predicted by analysts for years now, and calls have mounted for a ban on such devices. The Campaign to Stop Killer Robots, a coalition of peace activists, scientists, academics and politicians, is lobbying the UN to adopt an international ban.

U.S. Missiles "Magically" Found in Libyan Rebel Compound

(New York Times)  -  Libyan government fighters discovered a cache of powerful American missiles, usually sold only to close American allies, at a captured rebel base in the mountains south of Tripoli this week.
The four Javelin anti-tank missiles, which cost more than $170,000 each, had ended up bolstering the arsenal of Gen. Khalifa Hifter, whose forces are waging a military campaign to take over Libya and overthrow a government the United States supports.
Markings on the missiles’ shipping containers indicate that they were originally sold to the United Arab Emirates, an important American partner, in 2008.
If the Emirates transferred the weapons to General Hifter, it would likely violate the sales agreement with the United States as well as a United Nations arms embargo.
Officials at the State Department and Defense Department said Friday they had opened investigations into how the weapons ended up on the Libyan battlefield.
“We take all allegations of misuse of U.S. origin defense articles very seriously,” a State Department official said in a statement. “We are aware of these reports and are seeking additional information. We expect all recipients of U.S. origin defense equipment to abide by their end-use obligations.”

Seagulls spy for the Jews say Arabs

Reseaches at Ramat Gan Safari attached a surveillance transmitter to a seagull's leg for research purposes and set it free. Unfortunately, the bird landed in Tripoli, where it was soon caught and transferred to the authorities on suspicion of spying for Israel.

How does a wounded gull becomes an Israeli spy? Ask the media outlets in Arab countries.

This story began a few months ago when a sick seagull discovered in Eilat was transferred to the veterinary hospital at Ramat Gan Safari. In April, the bird recovered and was released near Atlit, a small town located on the northern coast.

Before its release, researchers attached a GPS-based satellite transmitter onto the seagull's leg, in order to track the bird's migration route.

The gull arrived at Tripoli, Libya. Unfortunately,locals noticed the transmitter attached to its leg, and apparently transferred the bird to the authorities.

The authorities suspected that the seagull was part of an Israeli espionage plot, and Arab media outlets published pictures of the seagull with the transmitter alongside a caption accusing the bird of espionage: "engaged in spying for Israel."

The transmitter indicated that the bird was later transferred to a villa in Beirut, Lebanon. Apparently, the flapping bird had undergone a thorough examination there, perhaps by Hezbollah members.

On August 15, the GPS device stopped transmitting signals on its location, apparently because it had been neutralized. The seagull's fate remains unknown.

Electric fence to keep out illegal aliens says Libya

(Breitbart London)  -  Libya’s prime minister has demanded the European Union (EU) helps his nation build an electrified fence along its open southern border to help stem the flow of migrants headed for Europe.

Faiez Serraj, head of the UN-backed unity government based in Tripoli, slammed Europe’s response to the crisis in an interview with The Times, saying the bloc must act to “discourage” migrants from making the trip across the Mediterranean.

He also demanded the bloc pressure migrants to return to their home nations and lift an arms embargo so the Libyan navy can arm themselves to fight people traffickers.

“We still need more pressure from the EU,” he said, “to discourage uncontrolled flow from neighboring and other African states. We are absolutely not after profiting from this assistance but we want to stop this humanitarian crisis.”

(Jihad Watch)  -  Today, a side of Adams that was not made much of in his lifetime has for many of us become the most important, and much-needed, part of his legacy: his critical view of Islam and of Muhammad. He derived these views  from experience — his own and his father’s — of Muslim behavior (both of the Barbary Pirates and of the Ottoman Turks), from his lifelong study of history, and from his intensive reading of the Qur’an. 

John Adams and Thomas Jefferson were sent in 1786 to negotiate in London with the ambassador from Tripoli, Sidi Haji Abdrahaman, about the seizure of American ships. They reported back in a joint letter to John Jay (then a senior American diplomat), explaining that “We took the liberty to make some inquiries concerning the Grounds of their pretensions to make war upon a Nation who had done them no Injury, and observed that we considered all mankind as our Friends who had done us no wrong, nor had given us any provocation."

John Quincy Adams would certainly have learned from his father about what the Tripolitanian ambassador had maintained in his discussions with Adams and Jefferson. He may even have been later shown a copy — he was then a junior at Harvard — of the letter that was sent to John Jay. 

He also had his own rich store of observations of Muslim behavior, for the Barbary Pirates continued, throughout the next thirty years, from 1786 to 1816, to attack American shipping and seize American seamen, who were then held for exorbitant ransom. For a while after the First Barbary War (1801-1805) with Tripoli, attacks decreased. But when the Americans became preoccupied with European matters, eventually fighting the British in the War of 1812, the Barbary states — Tripoli, Tunis, Algiers — resumed attacks on American and European shipping. 

Once the War of 1812 had ended, and the Treaty of Ghent (1814) signed, the Americans resumed a more aggressive policy in the Mediterranean. When America defeated Algiers in the  Second Barbary War, that spelled the end of the last major campaign of the Barbary pirates. Western ships increasingly surpassed in speed and deadly force (better cannons) those of the Muslims, and the Barbary pirate threat to Christian shipping steadily decreased as a result.

The other example John Quincy Adams had immediately before him of Muslim aggression against Christians was the suppression, by the Turks, of the Greeks when they began their war for independence. That war lasted from 1821 to 1832, and while the Greeks were ultimately successful, Adams, who during this period was Secretary of State (1817-1825), and then President (1825-1829), received direct accounts of the extreme brutality by the Muslim Turks against the Greek Christians.
But it was not just his contemporaneous experience of Muslim behavior toward Christians that formed John Quincy Adams’s view of Islam. He was a deep student of history all of his life. 
After he left the Presidency in 1829, John Quincy Adams undertook almost immediately to write and publish his strong views on Islam and Muslims. This “Essay on Turks,” little noted at the time, has now become the best-known of all his contributions as an American statesman. The “Essay on Turks” is now more famous than the three treaties he negotiated (the Treaty of Ghent, the Treaty of 1818 with Great Britain, and the Adams-Onis Treaty of 1819), more famous than his work on the Monroe Doctrine, more famous than his defense of Indian rights, or even than his argument  at the Supreme Court that led to the setting free of African slaves in the Amistad case.

The “Essay on Turks”  startles us now because we are not used to such a forthright and truthful account of Muhammad and of Islam.  We live in a different time, sunk in a swamp of appeasement and interfaith outreach, when pusillanimity and evasion are the order of the day in public discussions of Islam.  The most-quoted part of the “Essay on Turks” was put up at Jihad Watch just a few days ago, on July 11, the 250th anniversary of Adams’s birth, but it deserves to be reposted:
In the seventh century of the Christian era, a wandering Arab of the lineage of Hagar, the Egyptian, combining the powers of transcendent genius, with the preternatural energy of a fanatic, and the fraudulent spirit of an impostor, proclaimed himself as a messenger from Heaven, and spread desolation and delusion over an extensive portion of the earth. Adopting from the sublime conception of the Mosaic law, the doctrine of one omnipotent God; he connected indissolubly with it, the audacious falsehood, that he was himself his prophet and apostle. Adopting from the new Revelation of Jesus, the faith and hope of immortal life, and of future retribution, he humbled it to the dust, by adapting all the rewards and sanctions of his religion to the gratification of the sexual passion. He poisoned the sources of human felicity at the fountain, by degrading the condition of the female sex, and the allowance of polygamy; and he declared undistinguishing and exterminating war, as a part of his religion, against all the rest of mankind. THE ESSENCE OF HIS DOCTRINE WAS VIOLENCE AND LUST: TO EXALT THE BRUTAL OVER THE SPIRITUAL PART OF HUMAN NATURE.
Between these two religions, thus contrasted in their characters, a war of twelve hundred years has already raged. That war is yet flagrant; nor can it cease but by the extinction of that imposture, which has been permitted by Providence to prolong the degeneracy of man. While the merciless and dissolute dogmas of the false prophet shall furnish motives to human action, there can never be peace upon earth, and good will towards men. The hand of Ishmael will be against every man, and every man’s hand against him. It is, indeed, amongst the mysterious dealings of God, that this delusion should have been suffered for so many ages, and during so many generations of human kind, to prevail over the doctrines of the meek and peaceful and benevolent Jesus.
The precept of the Koran is perpetual war against all who deny that Mahomet is the prophet of God. The vanquished may purchase their lives, by the payment of tribute; the victorious may be appeased by a false and delusive promise of peace; and the faithful follower of the prophet, may submit to the imperious necessities of defeat: but the command to propagate the Moslem creed by the sword is always obligatory, when it can be made effective. The commands of the prophet may be performed alike, by fraud, or by force.”
The natural hatred of the Mussulmen towards the infidels is in just accordance with the precepts of the Koran.
In writing his “Essay on Turks,” he was really writing an essay on all Muslims, even if what prompted him was the behavior, at the time of its writing, of the Ottoman Turks. In particular, Adams was concerned with the brutality of the methods used by the Turks  in suppressing the Greeks who were fighting for their independence. 
For the Ottoman Turks could reasonably be taken to represent Islam and Muslims.They had for centuries possessed the caliphate; they were the leading Muslim power at the time; it was their brutal behavior toward Christians that was most in evidence. And indeed, he makes clear early on that while his essay is about the Turks, they were simply practicing the same Islam, with the same Qur’an,  as the Arabs, the Afghans, the Muslims in India, in Central and East Asia.
John Quincy Adams had seen how both the Turks, and the North African pirates, from Tunis, Tripoli, and Algiers, had behaved toward Christians. He had read the Qur’an, understood its contents, realized that the war against all Infidels was not an aberration: “The natural hatred of the Mussulmen towards the infidels is in just accordance with the precepts of the Koran.” He had first heard of this from his father’s account of the Tripolitanian ambassador, in 1786. 
Nothing he learned subsequently, through reading or observation, suggested another — kinder, gentler — view of Islam. Hatred, and perpetual war against the Infidels — these Qur’anic injunctions accorded with the dispatches he received from those reporting on the Barbary Pirates, and the Ottoman-ruled Greece and the Balkans. 
That war could never end, until the final defeat of one side or the other.

In the Muslim Turkish devÅŸirme, which connotes "blood tax" or "child collection", young Christian boys from the Balkans and Anatolia were taken from their homes and families, converted to Islam, and enlisted into the most famous branch of the Kapıkulu, the Janissaries, a special soldier class of the Ottoman army that became a decisive faction in the Ottoman invasions of Europe.

Hundreds of thousands of Europeans were captured by Barbary pirates and sold as slaves in North Africa and the Ottoman Empire between the 16th and 19th centuries. These slave raids were conducted largely by Arabs and Berbers rather than Ottoman Turks. However, during the height of the Barbary slave trade in the 16th and 17th centuries, the Barbary states were subject to Ottoman jurisdiction and were ruled by Ottoman pashas.

(Washington Free Beacon)  -  Senior lawmakers on Tuesday rejected President Donald Trump's declaration that the United States has "no role" in Libya, citing the threat of regional instability to U.S. national security interests.

Senate Foreign Relations Chairman Bob Corker (R., Tenn.) and ranking Democrat Ben Cardin (D., Md.) said Libya's ongoing battle over power and access to natural resources has created a permissive environment for extremist groups such as the Islamic State and al Qaeda.

Cardin, during opening remarks for a hearing assessing U.S. policy options in the war-torn nation, said it is vital to U.S. security interests that the Trump administration work with the international community and local forces to craft a political solution that creates a representative government.

"The United States must be engaged," Cardin said. "When we don't have representative governments … it creates a void and that void is filled by ISIS, as we've seen in northern Africa, and it's filled by Russia, which we're seeing Russia's engagement now in Libya."

"I think this hearing is an important indication by Congress that we do expect a role to be played," he added.

Trump raised concerns Thursday when he rejected calls from Italian Prime Minister Paolo Gentiloni to maintain America's "very critical" role in Libya. The United States currently is working to build political consensus around the fragile United Nations-backed government in Tripoli. Trump said during the joint press conference with Gentiloni that the U.S. priority in Libya is counterterrorism efforts to degrade ISIS.

Moscow in recent months has ramped up support for Libyan military commander Gen. Khalifa Haftar, who controls large swaths of eastern Libya, including Benghazi. Haftar's forces do not recognize the UN-backed Government of National Accord, posing a significant challenge to international efforts to unify the country.

(Military Times)  -  The American military has failed to publicly disclose potentially thousands of lethal airstrikes conducted over several years in Iraq, Syria and Afghanistan, a Military Times investigation has revealed. 

The enormous data gap raises serious doubts about transparency in reported progress against the Islamic State, al-Qaida and the Taliban, and calls into question the accuracy of other Defense Department disclosures documenting everything from costs to casualty counts.

In 2016 alone, U.S. combat aircraft conducted at least 456 airstrikes in Afghanistan that were not recorded as part of an open-source database maintained by the U.S. Air Force, information relied on by Congress, American allies, military analysts, academic researchers, the media and independent watchdog groups to assess each war's expense, manpower requirements and human toll. 

Those airstrikes were carried out by attack helicopters and armed drones operated by the U.S. Army, metrics quietly excluded from otherwise comprehensive monthly summaries, published online for years, detailing American military activity in all three theaters. 


Most alarming is the prospect this data has been incomplete since the war on terrorism began in October 2001. If that is the case, it would fundamentally undermine confidence in much of what the Pentagon has disclosed about its prosecution of these wars, prompt critics to call into question whether the military sought to mislead the American public, and cast doubt on the competency with which other vital data collection is being performed and publicized. Those other key metrics include American combat casualties, taxpayer expense and the military’s overall progress in degrading enemy capabilities. 

U.S. Central Command, which oversees military activity in all three war zones, indicated it is unable to determine how far back the Army’s numbers have been excluded from these airpower summaries. Officials there would not address several detailed questions submitted by Military Times, and they were unable to provide a full listing of annual airstrikes conducted by each of the Defense Department's four military services.  

“It is really weird. We don’t track the number of strikes from Apaches, for example” said a U.S. military official with knowledge of CENTCOM's internal data collection and reporting. The official, who spoke to Military Times on the condition of anonymity to freely discuss internal procedures, was referring to AH-64 Apache attack helicopters, which the Army has used prolifically in combat over the last 15 years, most recently in support of American allies battling the Islamic State.

Hillary's Libyan Jihadi Atrocities



(World Net Daily)  -  The extreme brutality unleashed by the mercenaries and Islamic fighters who joined Libyan-based jihadists to oust leader Moammar Gadhafi with the backing of Hillary Clinton’s State Department and NATO is demonstrated in three videos released to WND.
The videos, obtained through a trusted source, were vetted by Libyan tribal parliamentary leaders who spoke to WND. The Libyans verified the videos were taken in Libya in the weeks after the U.S.-backed NATO bombing that began in 2011.
As WND has reported, Clinton’s State Department had decided to rebuff offers Gadhafi had made to abdicate peacefully and avoid a war. And, meanwhile, Politico reported Tuesday the Obama administration is moving to drop charges against an arms dealer who had threatened to expose Hillary Clinton’s determination to arm anti-Gadhafi rebels.

The Libyan tribal parliamentary leaders, in an exclusive Skype interview published by WND on Sept. 21, characterized Clinton as the “Butcher of Libya.” They contended her State Department was “behind the terrorist groups controlling Libya, Ansar al-Sharia, behind the militia in Misurata who destroyed a great part of Libya and displaced 2 million people from their lands because they were accused of being loyal to Gadhafi.”
Readers are cautioned that the three videos published here are shockingly graphic.
The first video shows a group of unidentified foreign mercenaries and terrorists interrogating a half-naked soldier from Gadhafi’s army, who is lying prone on his stomach, with his arms and legs spread, while his interrogators simulate sodomy with a weapon and a boot.
In the second video, about five minutes long, the opposition fighters interrogate a group of five or six soldiers of various ages and rank from Gadhafi’s military, most of whom are in military uniform, along with two prisoners wearing civilian sweaters. The civilians were apprehended because they were considered Gadhafi sympathizers, working with his military.
The captive Gadhafi soldiers sat on a couch while their interrogators stood above, peppering them with apparently accusatory questions.
The Libyan locals viewing the video for WND said the soldiers being interrogated repeatedly denied knowing anything. The interrogators complained the POWs were not cooperating.
In the final approximately 30 seconds of the video, the POWs are executed, apparently shot in the back of the head, lying prone on the ground with their hands tied behind their backs.

(Long War Journal)  -  US Africa Command announced today that the US has carried out 62 “precision” airstrikes since Aug. 1 in support of “Operation Odyssey Lightning,” which seeks to dislodge the Islamic State from its stronghold in Sirte, Libya. On Aug. 17, the US bombed 13 “enemy fighting positions” and a vehicle-borne improvised explosive device (VBIED).
Al Bunyan Al Marsoos (“Solid Structure”) operations room, which draws fighters from militias based in Misrata and is allied with Libya’s Government of National Accord (GNA), is the main ground force seeking to clear the city. Special Forces from the US, and possibly other Western nations, are on the ground in Sirte as well.
Yesterday, Al Bunyan Al Marsoos released a map of the situation in Sirte, highlighting areas where clashes are taking place in the interior of the city on the Mediterranean coast. 



The map, which can be seen above, is generally consistent with an infographic the Islamic State released earlier this week. However, the Islamic State claimed to be in control of four neighborhoods that, in reality, appear to be contested.
Despite losing ground, the Islamic State continues to launch suicide bombings and other attacks inside the city. The Islamic State’s fighters have carried out a string of VBIED assaults since the offensive against Sirte began in May. The American precision airstrikes have taken out some of these VBIEDs, but not all of them.
Earlier today, two suicide bombers detonated VBIEDs in the western part of Sirte. The Associated Press cited a spokesman for Al Bunyan Al Marsoos as saying that the suicide terrorists came from outside the city into the interior to support their fellow jihadists, who are surrounded. The initial reports indicate that there are significant casualties, with 10 or more killed and many others wounded.
Even as the Islamic State detonates VBIEDs inside Sirte, Al Bunyan Al Marsoos is emphasizing a return to normalcy in parts of the city. Al Bunyan al Marsoos released the photos seen below on its official Twitter feed today. Below that set of pictures are images tweeted on Aug. 16 depicting fighters from Al Bunyan Al Marsoos advancing in Residential area no. 2, which is also highlighted on the map reproduced above.
