(The Guardian)  -  Romania’s president has rejected a proposal by the leftist party that won elections this month to appoint the country’s first female and first Muslim prime minister.

Klaus Iohannis gave no reasons for rejecting the nomination of Sevil Shhaideh, put forward by the Social Democrats (PSD), but there was speculation that it may have been due to her Syrian husband’s background.

“I have properly analysed the arguments for and against and I have decided not to accept this proposal,” the president said in a televised statement. “I call on the PSD coalition to make another proposal.”

The PSD won 45% of the vote on 11 December. Its leader, Liviu Dragnea, withdrew his own bid to become prime minister because he is serving a two-year suspended sentence for fraud in a previous election.

Shhaideh’s Muslim faith is not thought to have been a problem for Iohannis. Instead, the focus may have been on her Syrian husband, whom she married in 2011.

According to the non-profit investigative journalism group the Rise Project, he has several times expressed support for the Syrian president, Bashar al-Assad, and for the Lebanese Shia movement Hezbollah.

He worked in the Syrian agriculture ministry for 20 years before emigrating in 2011, according to media reports and Dragnea. He then served as an adviser to the Romanian agriculture ministry and gained citizenship in 2015.

Cătălin Predoiu, a former justice minister from the centre-right National Liberal party, said on Facebook that he could not see how Shhaideh could get the security clearance needed to be prime minister. Giving her the job would “give her access to defence information classified as secret, including from Nato,” he wrote.

Andrei Ţăranu, a political analyst, said: “In the absence of any explanations by the president, I suppose that his rejection is linked to questions of national security and because the United States would not have been very keen.”

The website HotNews cited unnamed sources as saying the security services had “strongly cautioned” against Shhaideh’s nomination because of the closeness to the Assad regime of her husband and his two brothers.

Dragnea was due to make a statement on Tuesday afternoon responding to the rejection. Some in his party called for Iohannis to be suspended.

EXCLUSIVE/ Two independent sources told EurActiv.com that the US has started transferring nuclear weapons stationed in Turkey to Romania, against the background of worsening relations between Washington and Ankara.

According to one of the sources, the transfer has been very challenging in technical and political terms.

“It’s not easy to move 20+ nukes,” said the source, on conditions of anonymity.

According to a recent report by the Simson Center, since the Cold War, some 50 US tactical nuclear weapons have been stationed at Turkey’s Incirlik air base, approximately 100 kilometres from the Syrian border.

What could possibly go wrong?

During the failed coup in Turkey in July, Incirlik’s power was cut, and the Turkish government prohibited US aircraft from flying in or out. Eventually, the base commander was arrested and implicated in the coup. Whether the US could have maintained control of the weapons in the event of a protracted civil conflict in Turkey is an unanswerable question, the report says.

Another source told EurActiv.com that the US-Turkey relations had deteriorated so much following the coup that Washington no longer trusted Ankara to host the weapons. The American weapons are being moved to the Deveselu air base in Romania, the source said.

Deveselu, near the city of Caracal, is the new home of the US missile shield, which has infuriated Russia.

The Romanian foreign ministry strongly denied the information that the country has become home of US nukes. “In response to your request, Romanian MFA firmly dismisses the information you referred to,”  a spokesperson wrote.

According to practice dating from the Cold War, leaked information regarding the presence of US nuclear weapons on European soil has never been officially confirmed. It is, however, public knowledge that Belgium, the Netherlands, Germany and Italy host US nuclear weapons.

US, Romania break ground on missile defense system

Moscow has demanded legal guarantees from Washington that missile defense systems deployed in Europe would not target Russia's strategic nuclear deterrence capabilities. Washington has refused to grant Russia such assurances.

Now we come to Romania.  On Oct. 28 the nation started building a military base, which will host a U.S. ballistic missile defense system as part of the NATO system.  NATO claims the missiles are directed at Iran.

The plan is to have the Deveselu base in southern Romania operational in 2015. It will house SM-3 interceptor missiles and radar equipment reports Hurriyet Daily News.

‘Serious partnership’

Russia has voiced strong opposition against the missile defense plans, fearing they could jeopardize its own security. Romanian President Traian Basescu and U.S. Under-Secretary of Defense for Policy James Miller attended the groundbreaking ceremony for the Aegis Ashore missile defense system.

Romanian Defense Minister Mircea Dusa said: “This is a serious partnership with the U.S. It is the first capability of its kind being deployed here in Eastern Europe.”

Romania’s participation in the NATO system constitutes the second phase of the missile defense. The first part of the system, an early warning radar station in Turkey, went operational in January 2012. Aside from Romania, other elements of the system will be built in Portugal, Poland, and Spain.

The issue of the US missile shield in Europe has been a longstanding bone of contention in Russia-US relations. Moscow has demanded legal guarantees from Washington that missile defense systems deployed in Europe would not target Russia's strategic nuclear deterrence capabilities. Washington has refused to grant Russia such assurances, citing a need to protect Europe from ‘rogue states' like Iran and North Korea.  

On Monday, Russian Foreign Minister Sergey Lavrov "missile defense remains a burning issue," adding that Russia’s position is well-known.

"We are ready for a constructive dialogue with the US and NATO and are open to finding a compromise, but let's not pretend that the incessant talks that there is nothing within the scheme of the American-led ABM that needs to be changed, nor that it’s not against Russia,  that all this talk can somehow settle things,” Lavrov said reports RT News.

Lavrov said Russia is interested in strengthening all aspects of strategic stability, regional stability the neutralization of threats through political and diplomatic means.

Earlier this month, Russian Defense Minister Sergey Shoigu said there is yet to be mutually beneficial cooperation between Russia and NATO on the issue of the missile defense program, as not all the security concerns of Russia are being taken into account by its partners.

A bilateral agreement to deploy missile interceptors inside Romania was signed at the Pentagon one day after the 10th anniversary of the 9/11 attacks. The planned interceptors include the land-based SM-3 ballistic missile defense system.

Romanian police fired tear gas and protesters responded with stones and Molotov cocktails during an anti-government protest in Bucharest. An unauthorized rally has been staged against proposed health care reforms.

Protesters opposed government measures to partially privatize Romania's shaky health care system.

More than 1,000 protesters rallied in Bucharest's main University Square, blocking traffic, Associated Press reports. Protesters yelled anti-government slogans and called for early elections. They have been waving a Romanian flag with a ripped out center, symbolizing the 1989 anti-communist revolution.

Seven hours later they still refused to leave and clashed with riot police, who then used tear gas. As a result nine people have been injured, among them a TV journalist, who has been injured by a stone thrown by a protester, said local authorities. One police officer sustained head injuries after he was hit by stones.

The unlikely catalyst for the latest demonstrations was the resignation of popular health official Raed Arafat.

The Palestinian-born doctor came to Romania in the 1980s, and is a well-known and much-liked figure, due to the practical changes he made to improve the emergency services, the BBC's Nick Thorpe reports.

Dr Arafat stepped down as deputy health minister after a series of public attacks against him by President Traian Basescu.

Arafat opposed government measures to partially privatize Romania's shaky health care system.

President Basescu later announced that he was scrapping the unpopular reform, but that has failed to soothe the demonstrators' anger.

Turkey and Romania join NATO missile shield

Iran says Turkey’s decision to host the radar system would create tension and lead to “complicated consequences.”


An early warning radar will be stationed in Turkey’s southeast as part of NATO’s missile defense system, the Foreign Ministry announced Wednesday. The deployment reflects improving relations with the United States, which were strained after the invasion of Iraq.

The system is capable of countering ballistic missile threats from Turkey’s neighbor Iran, which has warned Turkey that deploying the radar at the military installation will escalate regional tensions. Turkey insists the shield does not target a specific country, and the ministry statement didn’t mention Iran.

A military installation in Kurecik has been designated as the radar site.  Kurecik, in Malatya province, lies some 435 miles west of the Iranian border.

The deployment in Turkey, the biggest Muslim voice in NATO, signals improving ties with Washington since the 2003 Iraq invasion. Turkey also closely works with U.S. forces in NATO operations in Afghanistan and Libya, though it is not directly involved in combat.

Turkey confirmed talks with the U.S. for possible deployment of Predator drones on its soil after the U.S. leaves Iraq. The U.S. currently shares drone surveillance data with Turkey to aid its fight against Kurdish rebels who have bases in Iraq. Turkish authorities did not specify if they want armed drones or just surveillance ones.

Romania signs missile deal

U.S. Secretary of State Hillary Clinton meanwhile on Tuesday signed an agreement to base anti-missile interceptors in Romania under the same NATO missile defense plan that has angered Russia. Clinton signed the agreement with Romanian Foreign Minister Teodor Baconschi and said the U.S. expected to deploy the interceptor missiles at a Romanian air force base in approximately four years.

President Barack Obama also on Tuesday held unscheduled talks with Romania’s President Traian Basescu, to seal the newly signed accord.

Russia has agreed to cooperate on the initiative but disagrees over its implementation, saying it should be a single integrated shield rather than two separate defense systems. The U.S. originally planned to install its anti-missile shield in Poland and neighboring Czech Republic, aimed at countering Iran. But that plan, which angered Russia after it saw itself as the target for the shield system, was scrapped by Obama in September 2009.
